It's when you illegally bring your trail leg around the side of the hurdle rather than over it. It's primarily done in 300/400m hurdles races where the hurdles are staggered.

yea i almost go DQed for that in 300s. the ref came up to me after the race and warned me about it. i didn't even realize i was doing it.
