Like the shirt & jewlery rule. They don't have any effect on the races.

I could club someone on the head with my ankle chip if I really wanted to

I'll admit they're a little ridiculous, but they don't put anybody at a disadvantage

My coach told us there is a new rule : no more watches in a race. ( you can get splits, unfair advantage)

my guess is there was probably an incident or two a while back that got way out of hand that stemmed from something stupid. ie: shirtless runners and jewelry.
its kind of like the chainsaw warning that reads "do not attempt to stop with hands or genitals." they put it there after something stupid happened as a way to prevent it from happening again.
