I was standing up right near there at the meet, and saw it firsthand.
Honestly he did move but it was only out to the edge of lane one, and he looked like he was concentrating so hard to keep it going that it could honestly have been just a tired "swagger" from just trying desperately to hold on. I've done that before.
IMO I wouldn't put any stock in it as a tactical move.
