Duvall, 54, could be heard boasting about having sex with female lobbyists.
He was removed from two key leadership posts and faced an ethics investigation after the recordings were heard.
Duvall said via his campaign Web site it would not be fair to his family, constituents or friends to remain on the job.
"I am deeply saddened that my inappropriate comments have become a major distraction for my colleagues in the Assembly, who are working hard on the very serious problems facing our state," Duvall said. "Therefore, I have decided to resign my office, effective immediately, so that the Assembly can get back to work."
Assembly Speaker Karen Bass, D-Los Angeles, on Wednesday said Duvall, R-Yorba Linda, was dropped from the Assembly's Utilities and Commerce and Rules committees.
Bass also said she asked the Ethics Committee to investigate.
"I am saddened and disappointed in the recent comments made by Assemblymember Mike Duvall," Bass said in a prepared statement. "There is no question his comments were inappropriate."
Bass said she made the move after speaking with Minority Leader Sam Blakeslee, R-San Luis Obispo.
"I am terribly disappointed by the situation surrounding Assemblyman Duvall's comments," Blakeslee said. "The statements he made were inappropriate and unacceptable."
KCAL9 of Los Angeles reported that Duvall was speaking to someone prior to a committee hearing earlier this summer when his descriptions of sex were picked up by a microphone.
In a recording of the hearing broadcast by the station, the lawmaker talks about a recent sexual escapade with a woman he says is 18 years younger than him.
"I like spanking her," he is heard on the videotape.
"She goes, 'I know you like spanking me.' I said, 'Yeah, that's 'cause you're such a bad girl."'
He then bragged about an affair he said he was having with another lobbyist.
Duvall represents the 72nd Assembly District, which takes in all or parts of Anaheim, Brea, Fullerton, La Habra, Orange, Placentia and Yorba Linda. He was first elected to the Assembly in 2006 and was re-elected in 2008.
Duvall, who owns an insurance agency, served on the Yorba Linda City Council from 2000 to 2006. He also worked as president of the Yorba Linda Chamber of Commerce.
According to Duvall's Assembly Web site,
Chapman University awarded him the Ethics in America Award in 2000 for his "demonstration of the highest standards of ethical integrity" while a member of the Chamber of Commerce team.
He was also named Legislator of the Year in 2008 by the California Attractions and Parks Association, according to his campaign Web site.
